Can the Medic use their starting gun twice in one turn?

Yes, a Character can use the same Weapon twice in one Turn if they have 2 Actions and pay the Action card cost for each use.

Each Turn, a Character performs 2 Actions of their choice [p.12 — Player Phase]. "Fire a Shot in a Room" and "Fire a Burst at a Corridor" are both Basic Actions that cost 1 Action card each [p.12 — Basic Actions List].
Since you may perform the same Action multiple times in a given Turn [p.12 — Basic Actions List], you can use your Weapon to Shoot once and Burst once, or Shoot twice, or Burst twice—as long as you have the required Action cards in hand and meet the conditions (loaded Weapon, valid target, etc.) [p.33 — Shooting; p.33 — Bursting].
The Medic's starting gun is their Character Item and functions like any other Ranged Weapon, so this applies to them as well.
