Do you discard Arcs again if you provoke the same type of outrage twice?

Yes, you discard resources and Guild cards of that type again, but you do not place another agent.
Details
When you destroy a city of a planet type that already has Outrage, you still perform both steps of provoking Outrage, except placing an agent (since the Outrage slot is already covered). This means:
- Discard Resources/Guild Cards: You must discard all resources and Guild cards of the city’s planet type, as stated in Step 1 of destroying a city [p.16 — Destroying Cities].
- No Additional Agent: Since the Outrage slot is already occupied, you skip placing another agent on it [p.16 — Destroying Cities].
Watch out:
If you lack resources or Guild cards of that type when re-provoking Outrage, you simply cannot discard anything, but the Outrage status remains. This can strategically limit your ability to use that resource’s Prelude actions.
