what happens when you revive the dragon in stage F

Quick answer

Revive the Dragon by clearing the bottom Field row a 4th time; you gain a Star, form an 8-card "Dragon Deck" added to your Player Deck, the Dragon blocks the Game Over card in the River Bonus Area, and four E Eternals then emerge in the bottom row.

Details

The Dragon is Revived after completing the bottom Field row four times. When this happens, you place a Star on the Star Bonus Card and select one GK Card to include [p.46 — Dragon Deck]. The Dragon Deck consists of the seven cards currently in the bottom Field row plus the chosen GK Card — shuffle these eight cards face down and place them on the bottom of your Player Deck [p.46 — Dragon Deck].

If the CAMP 4th Lap Bonus Card happens to be among the bottom-row cards, it is moved to the Discard Area instead of being included, making the Dragon Deck only seven cards. Similarly, if a Skull Card had a Number/Rare Card played on top of it, only the top card is added to the Dragon Deck — the Skull Card underneath is discarded. This ensures the Dragon Deck never exceeds eight cards [p.46 — Dragon Deck].

The Revived Dragon card is then placed on top of the Game Over Card in the River Bonus Area. This means that for the rest of the game, if you would need to gain a River Bonus but there are no River Rare Cards left, you do not lose the game — the Dragon blocks access to the Game Over Card and is never moved to the Discard Area. You can still play cards to the River and generate River recipe Jewels as normal [p.46 — Dragon Deck].

Finally, with the Dragon Revived, four E Eternals emerge in the bottom row of the Field. Set them up by shuffling the Random Deck and dealing eight cards face down to each Eternal to form their decks (removing the remainder of the Random Deck from the game). The four Field Cards for this row remain the Ghost Town Field Cards placed during setup [p.46 — Emergence of E Eternals].

Watch out: Make sure to correctly trim the Dragon Deck to at most 8 cards — remember to discard the CAMP Bonus Card or any "used up" Skull Cards under Number/Rare cards before shuffling the deck, otherwise you may end up with the wrong deck size.
