How do Fate and Terror affect enemy multi-targeting with different party sizes?

Enemy targeting is determined by specific conditions written on their Activation cards, most commonly: the closest Character, or the Character(s) with the most targeting icons (☑ or ☐) visible on their Action cards' light sides. [p.21 — Targeting] Party size affects how many Enemies spawn and their starting HP (which scales with ☑ or ☑), but not the targeting logic itself. [p.22 — Enemy HP and defeating Enemies]
Fate is a resource Characters spend to reroll dice during Rolls and Combat, or to refresh certain cards—it doesn't modify how Enemies choose targets. However, Terror indirectly affects targeting strategy: a Character with 4 Terror tokens must resolve the Terror Effects Help card, which may impair their ability to use certain Actions or keywords, potentially reducing their targeting icon count and making them a less attractive target.
