What happens in a bid tie?

Details
When 2 or more players tie for the highest bid in a delivery auction, they must hold a secondary auction without returning their initial bids. Each tied player bids additional facedown cash from their hand, then reveals their runoff bid and adds it to their original bid. The player with the highest total bid wins the auction. If a tie persists after the runoff auction, the player delivering the containers chooses which tied bidder wins. If the delivering player buys out the auction instead, all tied bidders return their bids to their hands. [p.16 — Runoff Auction]
Watch out: Tied players can use $0 bluff cards in the runoff auction just as they did in the initial bid, and they can reuse the same bluff cards immediately. [p.16 — Bluffing]
