How do you pass cards in Everdell?

Everdell does not have a general card-passing mechanic. Cards move between players only through specific card abilities that explicitly allow it. For example, the Teacher card states: "When played and during Production, draw 2 cards. Keep 1 of them and give the other to any opponent." [p.18 — CRITTERS] Similarly, the Post Office allows you to "give an opponent 2 cards from your hand" as part of its worker placement effect. [p.20 — CONSTRUCTIONS]

The only other context where cards move is if you are required to give cards to an opponent and that opponent's hand is full (at the 8-card limit). In that case, the cards are discarded instead of given. [p.10 — DRAWING CARDS]
