Can I govern a region if I have an active card in another region?

Govern is an action taken during the Autumn Action Step, where you move a Faction Card with at least one ♂ (vote) icon into a Council of your choice [p.31 — Autumn]. The card used for Governing must come from your Hand unless a specific ability (e.g., the Castle Location Reward) allows you to use an Active card.
The presence of your Active cards in other Regions does not restrict your ability to Govern. Governing is unrelated to Regional control; it only requires a valid card (from Hand or via special rules) and follows these steps:
- Choose a Faction Card with ♂ from your Hand (or an Active card if permitted).
- Select a Council (Relics, Secrets, or Oaths).
- Move the card to that Council, contributing its ♂ to the total there.
Watch out: If you want to use an Active card to Govern, ensure it’s explicitly allowed (e.g., via the Castle reward). By default, Governing uses a card from your Hand.
