How are ties, passing, and flanking resolved?

Quick answer

Tied Clashes allow players to play additional face-down cards; passing doesn't eliminate you from the tie; Flank moves an Active card to an unresolved Region. [p.29 — Resolve Tied Clashes] [p.38 — Flank]

Details

Resolve Tied Clashes: If two or more players tie for highest Strength in a Region, tied players in turn order each choose to either play a face-down Faction Card from their Hand or pass. If any tied player plays a card, a new Clash begins between all tied players (including those who passed). If all tied players pass, the Region resolves as a tie with no rewards claimed. [p.29 — Resolve Tied Clashes]

Passing: When you pass during a tied Clash, you remain part of that new Clash—you don't exit the competition. You can still win if other players' cards don't beat yours, even if you chose not to add another card. [p.29 — Resolve Tied Clashes]

Flank Command: If your card is Active in the current Clash, you may move it to a different unresolved Region during your Action Step. Once it Flanks, it's no longer part of the current Clash and becomes Active in the new Region instead. If no unresolved Regions remain, the card cannot Flank and must stay. [p.38 — Flank]

Watch out: A subsequent Clash from a tie is treated as a completely separate Clash—cards and abilities from the previous Clash in that Region don't carry over. [p.29 — Resolve Tied Clashes]
