What ships does the Void Fleet target?

Voidborn Fleets target player sectors adjacent to their own, preferring those where they can win or tie in Combat, followed by sectors requiring the most Fleet Power recall, highest Population, or most Guilds.
Details
During a Skirmish (triggered in the Evaluation Phase or via certain cards), Voidborn Fleets invade a player sector. The target selection follows these rules:

Valid Targets:
- Must be adjacent to a Voidborn sector (or a sector with a Harbinger on its edge).
- Cannot target the player’s Home sector.
- Cannot target sectors immune to Voidborn Fleets (marked with a specific icon).

Priority Order:
- Win/Tie Preference: The Voidborn prefers sectors where it would win or tie in Combat.
- Fleet Power Recall: If multiple sectors are equally preferred, it targets the one where the player would need to recall the most Fleet Power during Combat.
- Tiebreakers: If still tied, it selects a Pure sector (if available), then the sector with the highest Population, followed by the most Guilds, and finally randomly.

Combat Behavior:
- Voidborn Fleets function like Corvette Fleets in Combat (page 24).
- Their Fleet Power is determined by the player’s total Corruption on Civilization tracks and Agenda slots, plus modifiers from the current Crisis or Alert card (page 33).
Watch out: If no valid targets exist (e.g., all adjacent sectors are immune or Home sectors), the Skirmish cannot occur, and the Voidborn Fleet Power is still resolved as 0, potentially leading to a successful defense.
