Can a 6v6 token agent block a space and be placed where another agent is?

Quick answer

No. One Agent per space; a Spy can bypass this restriction via Infiltrate. [p.9 — Player Turn - Agent Turn]

Details

Each board space can hold only one Agent at a time. You cannot send an Agent to a space that already has another player's Agent there. [p.9 — Player Turn - Agent Turn]

However, Spies provide a workaround. If you have a Spy on an observation post connected to an occupied board space, you may recall that Spy to use the Infiltrate ability. This lets you ignore the other player's Agent and send your own Agent to that same space anyway. [p.11 — Spies]

So while a 6v6 token Agent blocks the space normally, a player with a connected Spy can still place their Agent there by recalling the Spy.
