Can I move if I have no power and no cards?
Quick answer
No, you cannot move without cards in your slots or power to spend on the Dash Bonus Action.
Details
Movement in Combat requires either playing an Action card with a Move effect or spending Power (⚠️) to use the Dash Bonus Action. [p.19 — Basic keywords] describes Move as checking your Mystling's Swiftness value and moving to adjacent spaces up to that many times when resolving a Move action.
To resolve a Move action, you must first choose an Action card from your slots and resolve it. [p.19 — Player's Turn] If you have no cards in your slots, you cannot choose any card to resolve, so you cannot perform a Move action.
Alternatively, you may use the Dash Bonus Action by spending 1 ⚠️. [p.20 — List of common Bonus Actions] If you have no Power available, you cannot afford this either.
Watch out: Even if you cannot move, your turn continues—you may still use other Bonus Actions (if you have Power) or end your turn. Your turn doesn't end just because you're unable to move.
