Can Faction and Lord Powers be used during the War phase?

Abilities (including Faction Powers and Lord Powers) can only be activated during a player's turn in the Preparation Phase. [p.11 — Abilities] When you perform an ability, you place one of your Faction Cubes on it to show it has been used, and abilities can only be activated once per season. [p.11 — Abilities]
The War Phase has different mechanics focused on battles and scoring regions. During the War Phase, players use Battle Plans and Combat Cards to determine battle outcomes, but they cannot activate abilities. [p.18-23 — War Phase]
Watch out: Reaction Abilities are an exception — these can be activated when their condition is met, even outside the Preparation Phase and outside the player's turn.
