Can Combat Insight skill be used outside of combat?

Combat Insight is a Reaction card that allows Characters to Support each other's Rolls during Combat. The rulebook specifies that "In Combat, each time a Party Member performs a Roll, other Party Members may use one of their Reactions to Support the Roll" and notes that "The main way to Support each other's Rolls is with the 'Combat Insight' Reaction cards." During Exploration, Supporting works differently. Other Characters may Support a Roll by rolling additional dice if they meet the conditions of modifiers, but this uses a different system than Combat Insight cards.
