What happens if I have no cubes to fatigue for Lairs?
Quick answer
You fatigue as many cubes as you can, then fatigue one additional cube of your choice for each unfulfilled increment of the penalty.

When you must fatigue cubes but don't have enough available, you fulfill the penalty as much as possible with the cubes you do have. For any part of the penalty you cannot fulfill, you must fatigue one additional cube of your choice for each unfulfilled increment [p.7 — Penalties & Fatigue].
For example, if a penalty requires you to "fatigue any two Fresh cubes" but you only have one Fresh cube available, you fatigue that one Fresh cube, then choose any other single cube to fatigue to account for the one unfulfilled increment [p.7 — Penalties & Fatigue].
Watch out: Conserved cubes count as Fresh cubes for penalty purposes, so they are available to fatigue if needed [p.7 — Penalties & Fatigue]. However, if you truly have no cubes left to fatigue at all (which would be extremely rare), the rulebook does not explicitly address this edge case—you should clarify with your opponent before it happens.
