When do you make the Final Search Roll?

The final search roll is a special part of the "Destroying the One Ring" action. Frodo can only attempt this action at Mount Doom, and only after every other objective card has been completed. [p.12 — Destroying the One Ring]
When Frodo attempts to destroy the Ring, he first spends 5 Resistance symbols. Then he must make a final search roll. Roll 1 die for each Nazgûl and shadow troop present (as you normally would for a search), but also add 1 die for each hope missing from the hope track. For example, if only 3 hope remains on the track, you add 5 additional dice. The maximum roll is 7 dice. [p.12 — Destroying the One Ring]
