Is one building a Neighborhood?

A Neighborhood is defined as a group of orthogonally adjacent Buildings under your control [p.8 — Activating a Neighborhood]. However, if a Building is not adjacent to any others (e.g., on the opposite riverbank without a Bridge token), it forms its own Neighborhood of one [p.8 — Example].
For example, if you construct a Building with no neighboring Buildings, it counts as a standalone Neighborhood. When calculating its influence, you multiply its active stars (☑) by the number of different Building types in the Neighborhood (which is 1 in this case, unless the Building is a Park, which can be any type) [p.9 — Calculating the influence of a Neighborhood].
Watch out: A single Building still contributes to Neighborhood influence, but its scoring potential is limited compared to larger, diverse Neighborhoods. Ensure you account for this when placing Buildings.
