Can I use a character's action to pick up a dropped item?

Yes, you can pick up a dropped Heavy Object using the "Pick up Heavy Object" Basic Action.
Details
To pick up a dropped item, it must be a Heavy Object (e.g., a weapon, Character Corpse, Intruder Carcass, or Egg). This requires the Pick up Heavy Object Basic Action, which allows you to take one such object from your current Room [p.14 — Basic Actions].
Normal Items (non-Heavy) cannot be picked up after being dropped, as they are removed from the game and placed face-down at the bottom of their deck when discarded [p.25 — Objects and Items].
Watch out: If a Heavy Object is dropped in a Room with a Malfunction marker, you cannot pick it up unless you first repair the Malfunction, as Room Actions (including picking up objects) are blocked in Malfunctioned Rooms [p.27 — Rooms].
