When can I use a conserve action location?

To perform a Conserve action, choose an available Conservation site in a zone where you have a Vessel. Pay the displayed Research cost shown on that site, and gain any indicated rewards. Then place a disc from your Staging Area in the site. [p.11 — Conserve]
You may spend Dive tokens to help pay the Research cost if needed—you can spend any number of Dive tokens during your turn to gain their Research value. [p.11 — Dive Tokens] Your Research track has a maximum capacity of 12, so any Research gained beyond that is lost. [p.11 — Dive Tokens]
Watch out: Conserve is a secondary action that requires a second disc—meaning you must first activate a Specialist (placing one disc on it), and then use an additional disc from your Staging Area to actually perform the Conserve action.
