Can I populate a planet in a controlled sector without moving an influence Disk?

Quick answer

No—you must Control a Sector (have an Influence Disc there) to place Population Cubes on it. [p.6 — Control]

Details

Control of a Sector is established by placing an Influence Disc on the Sector's Influence Space. [p.9 — Placing Explored Sections] The rulebook explicitly states: "The player with an Influence Disc in a Sector Controls it." [p.6 — Control] Without that Influence Disc, you do not Control the Sector and cannot perform any colonization activities there.

Population Cubes can only be moved to Sectors you Control using Colony Ships. [p.8 — Colony Ships] Since Colony Ships require Control of the destination Sector, you must have placed your Influence Disc first.

Watch out: You can use Colony Ships during your Action to place Population Cubes, but only in Sectors where you already have an Influence Disc establishing Control. The Influence Disc must be placed before or as part of the same Explore Activation if you're colonizing a newly explored Sector.
