Can I choose a different target for a multi-row hit?

No — all hits within a single multi-hit attack must target the same enemy, unless the card explicitly states otherwise.

Details

When a card deals multiple hits (like Twin Strike) or an enemy action has multiple hits, all those hits share the same target by default [p.14 — Actions & Effects]. This also applies to damage bonuses (like Strength) and to Vulnerable/Weak — they affect all hits in the multi-hit equally, and only one Vulnerable/Weak token is removed once the entire multi-hit resolves [p.14 — Actions & Effects].

If a card uses the row/Area-of-Effect symbol (🔍), it targets all enemies in a single row you choose, and always also hits the Boss if present — but you don't pick different enemies within that row; the whole row (and Boss) is hit together [p.15 — Targeting for Players], [p.24 — Abilities & Keywords].

Watch out: The only way to get different targets across "multiple hits" is if the card text specifically breaks this rule (e.g., separate lines with distinct effects), or if you're playing copies of a card — each copy is treated separately and can have its own target [p.19 — Playing Copies]. Shivs are also each treated as separate Attacks and can be used with different targets [p.17 — The Silent].
