When I have my task of having a my colored card in hand of value 1-5 in silence scenario E, does it work with a rare card ?

No — Rare Cards cannot be used to complete your Starting Task Card (or any Task Card) in Stage E.
Details
The Starting Task Card requires you to reveal a Number Card of value 1-5 in your matching color at the moment the 3rd or 4th Star is gained [p.41 — Task Cards]. The rulebook explicitly notes for this task type: "*Rare Cards cannot be used to complete tasks." [p.41 — Task Cards]. The same restriction applies to the 6/7/8/9 Task Cards as well [p.41 — Task Cards].
You can use a Two-Color Card to satisfy the task, as long as one of its two colors matches your player color [p.41 — Task Cards].
Watch out: This restriction also applies in the Stage E+ (Engagement) variant, where Rares explicitly may not be used to complete your Starting Task Card either [p.53 — Starting Tasks and Winning].
