Do cards count as resources at end of game

Quick answer

No — Cards and Resource tokens are scored separately; only Resource tokens (Energy, Material, Science, Neutronium) count toward the "1 VP per 4 Resources" bonus.

Details

At Final Scoring, the "Improvement and Resources" category gives you 2 VP for each played Equipment or Training card in your play area, 1 VP for each stored (played) Support card, 1 VP per Captain advancement, and separately 1 VP for every 4 Resource tokens on your Frigate board [p.6 — FINAL SCORING]. Cards and Resource tokens are treated as distinct scoring elements, not combined.

Resource tokens themselves are the physical Energy, Material, Science, and Neutronium tokens you store on your Frigate board's Compartment slots [p.4 — Corruption] [p.5 — Resources]. Improvement cards (Equipment, Training, Support) are a different component type, drawn from separate decks and played using Resource tokens as their cost [p.4 — 2. Improvement cards] [p.5 — Improvement cards].

Watch out: Unplayed cards still in your hand at game end do not appear anywhere in the Final Scoring list — only played Equipment/Training cards (2 VP each) and stored Support cards (1 VP each) score points, and separately, leftover Resource tokens (not cards) give 1 VP per 4 tokens [p.6 — FINAL SCORING].
