When is a region tile flipped over?

Region tiles start face down during setup and remain face down until exploration occurs. A region becomes explored when one of three conditions is met: when you deploy your Lord to an unexplored region, when you move your Lord to an unexplored region, or at the start of your turn if your Lord is already in an unexplored region.
