Who attacks first when two heroes are adjacent to an enemy?

The hero with the higher Initiative attacks first. If tied, players decide the order.
Details
In Combat Mode, the order of actions is determined by Initiative levels. Each hero and enemy has an Initiative value: heroes use their Hero board’s track, while enemies have it on their card [p.51 — INITIATIVE LEVEL]. Characters with higher Initiative act before those with lower Initiative.
If two heroes have the same Initiative, players mutually agree on the order [p.51 — INITIATIVE LEVEL]. The enemy’s Initiative also factors into the overall turn sequence, but between the two heroes, their personal Initiative values (or player agreement in case of a tie) dictate who acts first.
Watch out:
This rule applies only to the Initiative Phase. If an enemy’s Initiative is higher than both heroes, it will act before either hero. Additionally, heroes can temporarily boost their Initiative by spending Action Points during the Initiative Phase, potentially altering the order [p.51 — TEMPORARY INCREASE].
