What does the Spy icon on a card mean?

The Spy icon on a card permits you to place one of your Spies on an unoccupied observation post connected to specific board spaces (as specified by the card or effect). Spies enable two key actions:
- Infiltrate: Recall a Spy to send an Agent to a space already occupied by another player’s Agent, ignoring the block.
- Gather Intelligence: Recall a Spy after sending an Agent to a connected space to draw a card.
You cannot use the same Spy for both actions in the same turn unless the space allows multiple Spy recalls [p.11 — Spies].
If you lack Spies in your supply when placing one, you may first recall an existing Spy (without triggering its effect) to free up a Spy for placement [p.11 — Spies].
Watch out:
- Spies are limited (3 per player). Overusing them for Gather Intelligence might leave you vulnerable to blocked spaces later.
- Observation posts connect to specific board spaces; ensure the Spy’s placement aligns with your strategy for accessing those spaces.
