Can I activate a Disconnected Avatar during the Activation Phase?

No, a Disconnected Avatar cannot be activated during the Activation Phase.
Details
The Activation Phase (page 26) specifically involves resolving Activation Cards for Connected Avatars. A Disconnected Avatar is not in the Database and is placed on the Reconnection Slot of the Interface (page 31). During the Activation Phase, only players with Connected Avatars draw and resolve Activation Cards. Disconnected Avatars are inactive and do not participate in this phase.
Watch out: If an Avatar becomes Disconnected during their Turn, their Action Phase ends immediately, and they must resolve the Reconnection Operation at the start of their next Turn (page 24). Activation is strictly for Connected models, as the Firewall targets active intrusions.
