When do camp build actions become available?

Camp build actions (adding or upgrading Camp cards) become available in Steps 4 & 5 of the Camp Phase, after Advancements, Rest, and Reequip.
Details
The Camp Phase follows a fixed 10-step procedure. After Step 1 (Performing Advancements), Step 2 (Rest — heal HP and refresh Action cards), and Step 3 (Reequip Items/Companions/Hotbar), the Party reaches Steps 4 & 5: "Expand and upgrade Camp", where they may add new Camp cards or improve existing ones using entries marked with P, found in the Player's Handbook [p.19 — Camp Sheet & Camp Phase].
These build steps happen before Step 6 (recruiting new Companions) and Step 7 (replacing Camp cards, placing unused ones in the Party Inventory), and well before Steps 8 & 9, where Characters actually resolve an Action from a Camp card [p.19 — Camp Sheet & Camp Phase].
Watch out: You must complete Rest and Reequip (Steps 2–3) before expanding/upgrading Camp cards — the order of the 10 steps is fixed and shouldn't be skipped or reordered [p.19 — Camp Sheet & Camp Phase].
