When do I return exploration cards to the deck?

Quick answer

Discard any cards placed on the Exploration slot during the Sewers Exploration once you reach the Exit and begin Scavenging at a Location — they have no effect on that Scavenging [p.7 — SEWERS MODULE].

Details

While moving through the Sewers, any card placed on the Exploration slot (for example, from resolving Rooms or Corridors) stays there only for that portion of the module. When you finally reach the Exit and start Scavenging in the chosen Location, you must discard those Exploration slot cards, since they carry no impact on the Scavenging that follows [p.7 — SEWERS MODULE].

This is distinct from the Sewers Map tiles themselves, which are handled separately: once the Exploring Party returns to the Shelter, all revealed Sewers Map tiles are shuffled back into the pile, and the Sewers Starting Zone tile is placed back on top for the next Exploration [p.7 — SEWERS MODULE].

Watch out: Don't confuse discarding the Exploration slot cards (which happens before the post-Sewers Scavenging begins) with reshuffling the Sewers Map tiles (which happens only after the Exploring Party is back in the Shelter) — these are two separate cleanup steps at different times.
