Why can't I play Blue Mountains National Park from the display?

To play a Conservation Project card from the display during the Association action:

- Card Availability: The card must still be in the display. If it was previously taken or discarded (e.g., due to player count limits), it is no longer available [p.15 — Conservation project work].
